Police rules shut outdoor sound at 1 am sharp, so promoters shift to basement venues where the bass keeps going. Alcohol laws are strict, beer in most places, spirits only in licensed restaurants and five-star hotels. Yet bartenders have become magicians with imported gin and Indian botanicals. If you're picturing a single neon strip you'll be disappointed. Think instead of a string of well-hidden courtyards, each playing its own soundtrack.
